First, Microsoft Word does not actually have a feature called Paragraph Glue. That’s just an umbrella term I use to describe two (sticky) features. The first (Keep With Next) will hold one or more paragraphs together on a page; and the second (Keep Lines Together) will hold the lines of a particular paragraph together on a page. To the extent you’re wondering why you haven’t seen the buttons for these features, well that’s because there aren’t any buttons for them.
